Concluido el trabajo inicial previsto, el año 2004 se decidió ampliar los límites del proyecto inicial, utilizándolo como base para la creación de una Fundación, que pasó a denominarse Fundación FAUTAPO - Educación para el Desarrollo.\r\n\r\nEs así que, en enero de 2005, la Fundación inicia sus actividades con el respaldo institucional y económico de la Embajada Real de los Países Bajos, a la cual se fueron sumando diferentes instituciones públicas, privadas, y organismos de cooperación internacional vinculados con el área de trabajo de la Fundación. Con el transcurso de los años, la Fundación amplió el ámbito de sus actividades hacia diversas áreas relacionadas con la educación, la producción, y el diseño y difusión de tecnología informática y de gestión. El resultado actual de este devenir es una Fundación con una estructura sólida, objetivos y estrategias claramente definidos, un amplio respaldo institucional y una experiencia comprobada en actividades orientadas al desarrollo económico y humano. Los logros obtenidos sobre esta base han consolidado la presencia de FAUTAPO a nivel nacional y han permitido que su influencia trascienda los límites del contexto inmediato, aportando a la construcción de políticas y estrategias a nivel estatal en materia educativa y de desarrollo, constituyéndose ahora como parte del tejido organizacional a nivel nacional que promueve la Educación para el Desarrollo, realizando trabajo conjunto con Prefecturas, Municipios y diversas organizaciones públicas y privadas de las diferentes áreas geográficas en que tiene injerencia.\r\n\r\nCapacidades Institucionales\r\n\r\nFAUTAPO, ha desarrollado capacidades institucionales basando su accionar en la búsqueda permanentemente del desarrollo institucional considerando los siguientes enfoques y orientaciones de desempeño:\r\n\r\nFormación Basada en Competencias: Como proceso abierto y flexible para desarrollar competencias suficientes en el sujeto social que le permitan aplicar sus conocimientos e insertarse económicamente y participar con solvencia en la toma de decisiones en su comunidad.\r\n\r\nEnfoque de producción: La Fundación concentra su esfuerzo en las personas e instituciones a fin de desarrollar capacidades, habilidades y destrezas para gestionar procesos educativos articulados con la producción; la infraestructura que desarrolla es complementaria y la absolutamente necesaria para los procesos.\r\n\r\nIncidencia en Políticas Públicas: La Fundación produce bienes públicos con la gente a fin de hacerlas accesibles de manera incluyente para todo actor que lo demande, para asegurar su acceso trabaja bajo el enfoque de complementariedad selectiva en los niveles macro, meso y micro.\r\n\r\nGestión de Conocimientos: El enfoque de gestión de conocimientos le permite capturar, innovar, producir, apropiar y difundir conocimientos promoviendo espacios de encuentro mediante plataformas y redes según sectores y territorios.\r\n\r\nItinerante: Promueve la articulación entre educación y producción en diferentes ámbitos y demandas, en regiones y con actores heterogéneos respetando su diversidad.\r\n\r\nDentro del plantel institucional, FAUTAPO cuenta con profesionales altamente calificados en una amplia gama de disciplinas los mismos que en su accionar mantienen un relacionamiento interinstitucional estrecho con organismos regionales, nacionales e internacionales, lo que le permite operar en forma eficaz, eficiente y según los requerimientos (demanda) del demandante (cliente).\r\n\r\nComo política institucional FAUTAPO establece mecanismos de control que garantizan la integridad institucional, coadyuvando con la planificación, seguimiento, evaluación y control de los recursos económicos, para este fin se cuenta con los siguientes documentos:\r\n\r\n Normas y reglamentos de control interno\r\n Auditoria externas\r\n Sistemas de control administrativo - contable\r\n Sistemas de Contratación de Personal\r\n Establecimiento de nuevas Normativas de funcionamiento y elegibilidad de gastos.\r\n Administración transparente de los recursos, a través de la implementación de sistemas que coadyuvan a la consolidación institucional.\r\n\r\nCifras Importantes\r\n\r\nEl plantel:\r\n\r\n210 Funcionarios en la Fundación; 120 especialistas en educación; 15 especializados en quinua; 12 especialistas en vid; 9 informáticos; 56 administrativos al servicio de las contrapartes o socios\r\n\r\nLos Beneficiarios:\r\n\r\n1400 profesores técnicos formados en temas pedagógicos y Formación Basada en Competencias (FBC), 900 docentes universitarios formados en estrategias didácticas para sus clases, 9000 jóvenes bachilleres formados; S. Nº 28558 con la finalidad de promover el desarrollo de la producción ecológica en Bolivia.\r\n\r\n2006: en enero, dentro el marco de la CCT, se aprueba mediante Resolución Ministerial 017/2006, la Política de Desarrollo de la Producción Ecológica en Bolivia. En junio, el gobierno hace conocer el Plan Nacional de Desarrollo: “Bolivia Digna, Soberana, Productiva y Democrática para Vivir Bien: 2006 – 2010, que reconoce la importancia de promover la producción ecológica a nivel nacional, descrito en el capitulo 5 de Bolivia Productiva, en particular dentro de la política “Producción para Soberanía Alimentaría”. El 21 de noviembre en acto publico en Palacio de Gobierno por el presidente constitucional de Bolivia, D. Evo Morales Ayma se promulga la Ley 3525. El 4 de diciembre se aprueba la Resolución Ministerial 280/2006 del MIDRAyMA, el Reglamento de la Norma Técnica Nacional de Producción Ecológica. Las acciones se ven paralizadas en CNAPE por falta de definiciones del ministerio y de presupuestos. Se inicia un trabajo mas local promoviendo “Municipio Ecológicos” con la participación de Caranavi, Chulumani y Caracollo. Se organiza las primeras bioferias en estos municipios. Se consolida un trabajo de formación de lideres ecológicos a partir de la conformación de la primera Escuela Ecológica para productores, se otorga 36 titulos de peritos por la Universidad Católica a productores que concluyeron el ciclo de formación de peritaje. Se comienza la promoción del Sistema Participativo de Garantía Municipal en Caranavi.\r\n\r\n2009: Se organiza el segundo foro de soberania alimentaria y el primer foro de Agricultura Sostenible a nivel nacional con la participación de diferentes actores públicos y privados relevantes del sector. Se posesiona el primer directorio de CNAPE con la representación del Ministerio de Agricultura en la presidencia y AOPEB en la vicepresidencia. Se participa en la elaboración del PROGRAMA CONJUNTO de Naciones Unidas conjuntamente con diferentes representantes de los ministerios. En este programa se asignan 8 millones para el fortalecimiento y promoción de la Agricultura Ecológica. Se prioriza el trabajo con mas de 15 municipios. Daar is heel veel mee gedaan: bouw van wc’s en klaslokalen, aanschaf speeltoestellen, schoolmeubilair, schoolboeken etc. \r\nIn 2008 hebben we van het Paul Sieverding Fonds een donatie toegezegd gekregen, waarbij onze opbrengsten voor Brunapeg verdubbeld zouden worden tot een maximum van € 5000,-. Deze maand hebben wij het fonds onze eindopbrengst gemeld.
