veiller à leur mise en oeuvre ;\r\n- élaborer les normes régissant le secteur de l’eau et veiller à leur application ;\r\n- faire l’inventaire, évaluer et suivre, les ressources en eau et les ouvrages hydrauliques ;\r\n- planifier, contrôler et développer le service public de l’eau ;\r\n- évaluer les programmes et les projets de réalisation ou d’aménagement d’infrastructures hydrauliques ;\r\n- participer à la promotion de la coopération sous-régionale dans le domaine de la maîtrise et de la gestion des ressources en eau.\r\n\r\nLa Direction Nationale de l’Hydraulique comprend un Bureau d’Accueil, d’Information et d’Orientation, et cinq divisions :\r\n\r\n- la Division Développement des Stratégies et Suivi des Programmes ;\r\n- la Division Suivi et Gestion des Ressources en Eau ;\r\n- la Division Alimentation en Eau Potable\r\n- la Division Aménagements Hydrauliques ;\r\n- la Division Normes et Réglementation.\r\n\r\nLes divisions se subdivisent en sections.\r\nLa DNH est représentée au niveau régional et au niveau du District de Bamako par la Direction Régionale de l’Hydraulique. Elle exerce une activité de coordination et de contrôle sur les services régionaux et sub-régionaux, ainsi que sur les services rattachés chargés de la mise en œuvre de la politique de l’eau.\r\nCadre législatif et réglementaire du service :\r\nLes textes suivants précisent le Cadre législatif et réglementaire du service :\r\n\r\n- Ordonnance N°10-001/P-RM du 18 janvier 2010 portant création de la Direction Nationale de l’Hydraulique ;\r\n- Décret N°10-063/P-RM du 01 février 2010 fixant l’Organisation et les Modalités de fonctionnement de la D.N.H ;\r\n- Décret N°10-066/P-RM du 01 février 2010 déterminant le cadre organique de la Direction Nationale de l’Hydraulique.\r\n\r\nContexte des missions :\r\n\r\nLa Direction Nationale de l’Hydraulique met en œuvre ses missions et attributions dans un contexte de reforme marqué par la décentralisation et caractérisé surtout par :\r\n\r\n- L’émergence de nouveaux acteurs ( Etat, Collectivités territoriales, privés, usagers etc.)\r\n- Un recentrage de l’Etat sur ses fonctions régaliennes et son désengagement des fonctions opérationnelles. Il s’occupe en particulier de définir les politiques, établir les normes, de contrôler l’application des politiques, stratégies et normes, de planifier le développement du service public de l’eau potable et de l’assainissement au niveau national et d’apporter à travers les services déconcentrés un appui-conseil aux collectivités territoriales.\r\n- Le transfert des compétences de maîtrise d’ouvrage aux collectivités territoriales.\r\n- La délégation de l’exploitation par les communes, maître d’ouvrage à des exploitants privés ou associatifs (ex.
