Il s’occupe en particulier de définir les politiques, établir les normes, de contrôler l’application des politiques, stratégies et normes, de planifier le développement du service public de l’eau potable et de l’assainissement au niveau national et d’apporter à travers les services déconcentrés un appui-conseil aux collectivités territoriales.\r\n- Le transfert des compétences de maîtrise d’ouvrage aux collectivités territoriales.\r\n- La délégation de l’exploitation par les communes, maître d’ouvrage à des exploitants privés ou associatifs (ex.
