PEPS-C was registered and incorporated as a Company limited by Guarantee (NGO), with registration number G. 4,208 at the Registrar General Department, since 1999.\r\n\r\nThe establishment of the centre became necessary when it was realized that a large number of graduates trained by the vocational schools in the upper west region were drifting to the urban areas of southern Ghana because of lack of employment opportunities.\r\n\r\nThe high unemployment rate and poverty of the youth in the region was a social problem. Most of the youth after passing out of technical/vocational institutions migrate to the urban areas of the Upper West Region and also to urban areas of the regions in the south of the country in search of jobs. Migration rate is therefore very high leading to low retention of skilled manpower for the region’s development. PEPS-C as a development actor recognises, this as a social problem, and could only be addressed by putting in place an enabling environment that would attract and retain the skilled youth in the region, and rural areas for socio-economic development. \r\n\r\nDriven by a desire to change this situation, PEPS-C formulated a vision that intends to turn the situation around. This vision is about a future where PEPS-C would become a major development force in reducing youth migration through promoting employment opportunities for the youth of the Upper West Region in technical vocational institutions. \r\n\r\nThe main aim of PEPS-C was to mobilize these Technical/Vocational School leavers into viable producer enterprises to enable them earn a living through sustainable self-employment and thereby increase their retention rate in the Upper West region.\r\n\r\nOver the years, PEPS-C has been able to promote 90 groups of cooperatives or sole producer enterprises, dotted all over the North Western part of the Northern Regions of Ghana, engaged in various fields of technical activities. These enterprises / co-operatives are all engaged in various trade areas such as, building, woodwork, metalwork, textile weaving, batik tie and dye, dressmaking etc. The total number of youth actively engaged in production, stood at +384 of which 249 representing 65% were women and 135 representing 35% were men. PEPS-C has been trying to provide financial and technical support services to these enterprises. \r\n\r\nIn the year 2000 the project was evaluated and some of these enterprises were found to be weak in their business. Some of the identifiable causes of their weakness have been mainly, inadequate knowledge in financial and business management skills and lack of information leading to market access. \r\n\r\nIn this regard, the financial and technical support services have been found to be insufficient. Subsequently, after conducting need assessment among the enterprises, it was thought that besides finding appropriate ways of getting pertinent information, leading to market access, it was necessary to provide this complementary management training, which did not form part of their formal training in the Technical/Vocational schools. By so doing PEPS-C would be promoting viable producer enterprises. The mission and vision formulated by PEPS-C is therefore as follows.\r\n\r\nMission and Vision of PEPS-C\r\n\r\nMission\r\n“Promoting viable producer enterprises towards sustained employment of the skilled youth for the development of the individual and North-western Ghana”\r\n\r\nVision \r\nPEPS-C is committed to the following vision; “Ensuring total sustainability of all enterprises being promoted.”\r\n\r\nThe following strategic objectives have been formulated to address the mission and vision. \r\n\r\nStrategic Development Objectives\r\n• To mobilize the skilled youth into viable producer enterprises to enable them earn a living through sustainable self-employment and thereby increase their retention rate for the development of their communities and the north-western part of the Northern region of Ghana.\r\nStrategic Project Objectives \r\n As the core business of PEPS-C is small enterprise promotion the proposed project seeks to realize the following objectives:\r\n\r\n• To train all the enterprise groups under the support of PEPS-C, in the area of business management, financial management, and entrepreneurship skills development, to enhance their knowledge, and improve their production in both quality and quantity, in the coming three years\r\n\r\n• To research into ways and means of accessing market and market expansion for the product and services of the enterprises\r\n\r\nPEPS-C has a long and accumulated knowledge of small-scale business development in the Upper West Region. This is fundamental in understanding the dynamics of the situation in the region and PEPS-C, definitely has leverage in this regard. It is this accumulated knowledge that enables PEPS-C to identify capacity building as a crucial factor to the success of the enterprises promotion activities. To facilitate this process, PEPS-C has entered into partnership with C4C and IICD to get the necessary assistance in order to build the capacity of teachers in four (4) Vocational Schools using ICT. This is intended to develop their capacity in the use of ICT tools to improve on the quality of their teaching learning activities. The focus is to equip the teachers with the relevant skills of using available ICT tools to enhance the delivery of their lessons and how to access relevant information and materials to improve upon the quality of their teaching learning activities. In the long run it is intended that students will reap the benefits by being equipped with the relevant skills for the job market. It can never be overstressed that this will contribute effectively to the socio-economic development of the youth in the Upper West Region in particular and Ghana as a whole. \r\n \r\nPEPS-C’s intervention in promoting employment for technical and vocational graduates is paramount to the stimulation of economic activities in the rural areas. This move is in line with government’s policy on private sector development.\r\n\r\nPEPS-C in its own capacity is running/undertaken the following\r\n• A community savings and lending micro-finance project known as PEPS-C Enterprise Banking Project (EBANK Project) which afforts enterprise members in their communities the opportunity (skills, simple book keeping and financial knowledge) to form smaller savings and internal lending groups with other community members. This has led to the start-up of a credit union known as Producer Enterprises Cooperative Credit Union [(PECCU) (PECCU is currently operating as a study group under the regulations)] with enterprise members forming the core of it. This became necessery becuase PEPS-C could no longer support its enterprise members financially.
