The GMMB is governed by the National Liberation Council Decree (NLCD) 387 of 1969, now known as Act 387 of 1969, which was further strengthened by the Executive Instrument (E.I.) 29 of 1973.\r\n\r\nThe history of GMMB can be traced to the establishment of an Ethnographic Museum at Achimota College in 1929. That museum was transferred to the Department of Archaeology at the University of the Gold Coast, when the university was created in 1948. \r\nIn 1952, there was the awareness of the need to conserve the past. The network members collectively have a staff strength of approximately 7,300. \r\n\r\nCHAG was initially founded in 1967, as a Voluntary Professional Association and subsequently registered as a Corporate Body in 1968 under the Trustees (Incorporation) Act, 1962 Act 106, the Ghana Catholic Bishops Conference and the Christian Council of Ghana being the main stakeholders in the Association. The Ghana Pentecostal Council was later admitted into membership as an Associate Member. \r\n\r\nThe governance structure of CHAG comprises three distinct layers of the Council, the Board and the Secretariat. The Board is composed of nominated representatives of the Ghana Catholic Bishops’ Conference, the Christian Council of Ghana and the Ghana Pentecostal Council. The Board is tasked to support and monitor the implementation of decisions and programmes by the secretariat that serve the interest of members. The Secretariat is responsible for managing the network and ensuring that the aims and objectives of the association and the needs of members towards contributing to the achievement of national health outcomes are met. \r\n\r\nThe uniqueness of CHAG as an organisation is the independence and autonomy of its members. Most of the youth after passing out of technical/vocational institutions migrate to the urban areas of the Upper West Region and also to urban areas of the regions in the south of the country in search of jobs. Migration rate is therefore very high leading to low retention of skilled manpower for the region’s development. PEPS-C as a development actor recognises, this as a social problem, and could only be addressed by putting in place an enabling environment that would attract and retain the skilled youth in the region, and rural areas for socio-economic development. \r\n\r\nDriven by a desire to change this situation, PEPS-C formulated a vision that intends to turn the situation around. This vision is about a future where PEPS-C would become a major development force in reducing youth migration through promoting employment opportunities for the youth of the Upper West Region in technical vocational institutions. \r\n\r\nThe main aim of PEPS-C was to mobilize these Technical/Vocational School leavers into viable producer enterprises to enable them earn a living through sustainable self-employment and thereby increase their retention rate in the Upper West region.\r\n\r\nOver the years, PEPS-C has been able to promote 90 groups of cooperatives or sole producer enterprises, dotted all over the North Western part of the Northern Regions of Ghana, engaged in various fields of technical activities. These enterprises / co-operatives are all engaged in various trade areas such as, building, woodwork, metalwork, textile weaving, batik tie and dye, dressmaking etc. The total number of youth actively engaged in production, stood at +384 of which 249 representing 65% were women and 135 representing 35% were men. PEPS-C has been trying to provide financial and technical support services to these enterprises. \r\n\r\nIn the year 2000 the project was evaluated and some of these enterprises were found to be weak in their business. Some of the identifiable causes of their weakness have been mainly, inadequate knowledge in financial and business management skills and lack of information leading to market access. \r\n\r\nIn this regard, the financial and technical support services have been found to be insufficient. Subsequently, after conducting need assessment among the enterprises, it was thought that besides finding appropriate ways of getting pertinent information, leading to market access, it was necessary to provide this complementary management training, which did not form part of their formal training in the Technical/Vocational schools. By so doing PEPS-C would be promoting viable producer enterprises. This is fundamental in understanding the dynamics of the situation in the region and PEPS-C, definitely has leverage in this regard. This is intended to develop their capacity in the use of ICT tools to improve on the quality of their teaching learning activities. The focus is to equip the teachers with the relevant skills of using available ICT tools to enhance the delivery of their lessons and how to access relevant information and materials to improve upon the quality of their teaching learning activities. In the long run it is intended that students will reap the benefits by being equipped with the relevant skills for the job market. It can never be overstressed that this will contribute effectively to the socio-economic development of the youth in the Upper West Region in particular and Ghana as a whole. \r\n \r\nPEPS-C’s intervention in promoting employment for technical and vocational graduates is paramount to the stimulation of economic activities in the rural areas.
