Samenwerking en afstemming vindt meestal plaats in kleinere, regionaal of thematisch gerichte netwerken. Door deze samenwerking kan de Nederlandse watersector complete oplossingen bieden voor internationale watervraagstukken en snel reageren op kansen. Het bestuur van het NWP bestaat uit kopstukken van alle delen van de watersector en vormt het hart van het netwerk. Veel landen hebben inmiddels een water partnership naar Nederlands voorbeeld.\r\nHet netwerk wordt ondersteund door het NWP bureau dat de samenwerking binnen de watersector faciliteert en dient als contact- en informatiepunt.
