The objective of the Country Scans was “to provide a situational analysis on each sector and theme per country assessing the current state with regards to the relevant thematic SP objectives, clearly formulating the causes of the problem that need addressing and identify opportunities for interventions and provide recommendations on potential partners for these interventions.” The Country Scan documents are based on our own experience in the countries, but also document review, conversations/interviews with experts, key informants including Dutch embassy staff, national and international organizations, and workshop results with many of these actors. 9 country scans are completed (including country scans for India and Ethiopia) During the second part of the inception phase of the program (April-July 2016) UTZ Country Representatives / SP focal points, supported by external consultants and UTZ Amsterdam staff in drafting the country plans. The purpose of the SP country program plan is to set out a strategic direction for sector change in the country and serves as a framework. This plan clearly states UTZ goals for the country the Theory of Change to guide interventions as well as the budget for said activities. Overall, the SP Country Plan will serve as a guide for the next years, as well as a basis for the year plans that will be formulated for 2017 to 2020. 7 country plans are completed The baseline provides an elaborate context-analysis per country, containing details about capacity of partners and the current state regarding the thematic goals for L&A. Similarly, several CSO have picked up the LW narrative with HIVOs and fairtrade using the Ankers methodology report to advocate for better wages for workers in agricultural sector. ​ 29-04-2020: Nature Kenya is using the study report on Climate change and women as well as its study/research on Policy gaps at national and county govenrment level on matters climate change. In July 2020, acceptance by the 5 Counties to convene high level dialogue to prioritise EBA/CSA. Meetings were convened. - one meeting per County in the 5 Counties. 2. At the Inter-African Coffee Organization annual meeting in Nairobi, KCP organized a sustainability seminar where there were presentations from success stories of farmers who have ventured into coffee farming as a business. 3. KCP participated at the validation workshop of the National Coffee Policy facilitated by Coffee Sector Implementation Committee. The platform was also engaged by the national government to help them prioritise some of the key areas they want to focus on in the coffee sector. This was done in a collaborative way and the output of this was the inputs were highly considered in the big 4 agenda by the cabinet. ​ 29-04-2020: 1. ISEAL collaborated with the platform to share knowledge the study results on living income with their study validated by the platform. 2. With the state department of co-operative, jointly developed a coffee database with a pilot done in Nyeri county targeting smallholder farmers. 3. Development of a soil testing and sampling methodology closely with Nakuru county. 4. Jointly co-chaired Nyeri county stakeholders meeting with the county executive. 5. State dept of Coops invited KCPA to attend the Mark Up meeting by State Department of Trade in August 2019 4. The commissioner of Cooperatives invited KCPA to make a presentation on the proposed changes (as captured in the study) in the Cooperatives Act 5. Kenya Coffee Platform has established more women participation in leadership at policy level: e.g. appointment of two KCPA women members to KCP Steering committee 6. Several county level platforms are being created, which are important vessels to reach SHFs at grassroots levels 7. NACCU (National Union of Coffee Cooperatives) included women in their board and committed to recruit more women 8. Coffee growing counties e.g. Nyeri have been engaging Nature Kenya in the development of county climate change policies 29-04-2021: 1. Nature Kenya has a gender policy which guides engagement of staff and stakeholders in the project. We have ensured have ensured that gender segregated data is captured in all our project activities. 2. KCPA Members approved the board' proposal to restucture the organization during 2019 AGM held on 8/11/2019. The board has now developed the draft structure to be presented to the members for approval. Among other things, the proposed structure has a position for the youth and women representative right from the grass roots to the national level. 3. PS affirmed that the ministry is aware of the challenges that are facing the farmers and informed KCPA team that in partnership with world bank, the ministry was in the early stages of initiating a program aimed at addressing the challenges facing the farmers. He introduced KCPA to the program coordinator so that KCPA will participate at the implementation stage. PS also confirmed ministry of agriculture’s attendance for the breakfast meeting scheduled for 5/3/2020 to discuss the policy proposal 4. Large estate farmers who in 2015 left the association with the message that they do not get value for membership approached the KCPA management to be allowed back to the association. 5. 4/7/2020 - Disability Discovery Association of Kenya joined KCPA as an associate member. 6. On 15/07/2020, the CS issued a gazette notice that allowed the repealed coffee general regulations to operate for a period of one year to facilitate smooth transition. KCPA presented the position paper on cooperatives law reforms to the ministry of cooperatives who have adopted it and presented it to parliament. 2: KCPA Coffee Roadmap 2018 -2019 was presented it to the Ministry of Agriculture. The roadmap was subsequently presented to the Cabinet for Approval ​ 29-04-2020: 1) 20% of the recommendations in the policy paper by KCPA were taken up and incorporated in the amended version of the Coffee regulations 2)The government prioritised 4 short term goals under the big 4 agenda for the coffee sector which UTZ and the partners advocated for: - Inputs provision - Advance to farmers - Soil testing - accountability at producer organisation level. 29-04-2021: 1. On 24/1/2020 KCPA submitted her position on the coffee cherry revolving fund regulations, 2020. Two of the proposals that KCPA presented were adopted 2. On 14/4/2020, The ministry adopted the proposal while developing guidelines to guide the coffee farming operations and listed coffee as an essential service Adequate implementation of policies 04-06-2019: 1:TheMinistry of Agriculture introduced a subsidy in the prices of fertilizer to be effected in March 2019 ​ 29-04-2021: 1. The Sector Budgetary Committee adopted a harmonised coffee sector budget to ensure adequate budgetary allocations to the coffee sector. The different subsector actors united in the harmonization of a Climate Smart National Sustainability Curriculum (NSC) which is now being used for training. 2. Cabinet Secretary for Agriculture instructed the prioritization of lime fertilizer distribution to farmers and digitization of coffee cooperatives 29-04-2021: 1. Nature Kenya engaged CECs for Agriculture in the five counties to organize and lead one day hands on training of 25 agricultural extension officers and agronomists in each county on the EBA/CSA on farm practices. Facilitators were drawn from Nature Kenya, CRI, KCP, Climate Change Unit in the Ministry of Agriculture, Livestock, Fisheries and Cooperatives; and the National Climate Change Directorate in the Ministry of Environment and Forestry. 2. The Kenya Coffee Platform in partnership with County Governments facilitated pilot training of 1,000 coffee Master Trainers of both private and public extension service providers between December 2018 to December 2019 using the Kenya Coffee Sustainability Manual. This is the manual harmonised and developed in partnership with the platform. 3. Collaboration and support by the County Governments for the Master Trainers trained reaching out to County extension officers, lead farmers and farmers in training them using the harmonized training curriculum.
