KEFFES was registered as KEFFES rural development foundation. KEFFES communities signed the Global
Memorandum of Understanding (GMOU) in 2005 with full participation and support to the Bayelsa
State Government as partners.
The Global Memorandum of Understanding (GMOU) introduced a broader governance structure that includes oversight functions, peace building, and accountability etc.
The Regional development councils became responsible for the designing, implementing and management of its own development programmes and projects with non-government organizations and technical experts giving their technical support and assistance.
By the concept of Global Memorandum of Understanding (GMOU), the sense of ownership is now in the hand of the communities.
