NL-KVK-27327087-10360 Akvo Foundation RVO Niger Geodata The study explores the commercialization of (SATH) data of a key regional socioeconomic institution in the Sahel; the Niger Basin Authority (NBA). The Autorité de Bassin du Niger/ Niger Basin Authority (ABN/NBA) is an intergovernmental organization that promotes cooperation between member states (**Benin, Burkina Faso, Cameroon, Chad, Côte d’Ivoire, Guinea, Mali, Niger and Nigeria**.) and contributes to the improvement of the living conditions of the people in the basin through the sustainable management of water resources and associated ecosystems. ABN developed models based on hydro-climatic data to predict floods and drought in the Niger Basin funded by the Ministry of Foreign Affairs (DGIS) : the SATH model. RVO, NSO and Invest international, together with the embassy and the ABN have tasked Akvo and its partners to explore commercializing NBA’s SATH data to ensure sustainable operations. This exploration will give perspective to ABN beyond the termination of the SATH program. A thorough analysis of the adverse consequences of making data commercially or open source available is necessary as it might crowd out sectors or players. In addition, this study aims to assess whether (youth) employment can be fostered through geodata in general and hydro-climatic data in particular and will aim to identify suggestions and recommendations regarding youth employment. ++**Background Niger River**++ The Niger River is the 3rd longest river in Africa and flows through 9 countries and 4 climatic zones. The river is both a source of life and livelihood as well as a threat; The countries and populations in the Sahel are dependent on (rainfed) agriculture and face limited diversification. This makes institutions and societies vulnerable to weather variability and the river. Various droughts and (hydrological and flash) floods have occurred over the last decades. This had negative consequences, such as uncontrolled urbanization in response to droughts as well as degradation, desertification, reduced water absorption capacity, reduced infiltration capacity and land salinization. In turn, this further increases flood risk. ​ ++**Background NBA**++ The Niger Basin Authority (NBA) was established in 1964 as an inter-governmental authority of the riparian countries of the Niger River. The organizations addresses the opportunities and challenges deriving from the river and promotes cooperation among member countries to ensure the integrated development of the resources, it aims to contribute to the living conditions of the population in the basin through sustainable management of water resources and associated ecosystems. Farmers will receive information on market prices, weather, agricultural and agronomic tips, as well as get access to financial services such as pensions, insurances, and loans.** Ghana is the world’s 2nd largest producer of cocoa globally. The Sat4Business project area constitutes about 90% of cocoa produced in Ghana (COCOBOD, 2015/16 production data) and accounts for about 86% of oil palm planted in the country. This is an indication of favourable climatic conditions for these crops, and how relevant improving the productivity in these regions will positively influence the national production levels. Dans un environnement instable, des données fiables sont essentielles pour la prise de décision mais sont difficiles à obtenir. L’initiative de données du Mali veut répondre à ce besoin urgent en données. Elle permettra aux utilisateurs d’agir de manière informée dans de nombreux domaines tels que eau, agriculture, éducation, santé, etc. L’approche disruptive proposée (Données comme un Service) est fondée sur les connaissances, la technologie et l’expérience unique d’Akvo. Elle permettra de répondre de manière adaptée à cette demande en offrant des services de collecte et de traitement des données qui créent des emplois pour les jeunes et des opportunités économiques pour le secteur privé (PMEs) au Mali. Cette approche est organisée autour d’une plate-forme en ligne pré-existante, grâce à laquelle les acteurs du développement recherchant des données, informations et services de qualité seront connectés avec des collecteurs de données professionnels et des entreprises locales pouvant traiter ces données. Grâce à cette plate-forme, les acteurs locaux ou nationaux auront un accès facilité à des données et informations actualisées de haute qualité et à un coût abordable. Cela favorisera une meilleure prise de décision, ce qui se traduira par de meilleurs résultats de développement dans différents secteurs. Cette proposition a pour objectif principal de réaliser une étude de faisabilité du modèle d’entreprise durable sous-jacent à l’initiative des données du Mali présentée ci-dessus. Cette étude combine une analyse des différents éléments nécessaires pour une bonne étude de faisabilité avec un pilote de terrain pour tester des hypothèses faites à la suite des analyses préliminaires. La démonstration de la faisabilité de ce modèle d’entreprise est nécessaire pour intéresser des investisseurs potentiels, éventuellement dans le cadre d’un PPP. La méthodologie comporte trois composantes majeures : ● Etudes préliminaires pour la faisabilité (sociales, techniques, économiques, etc), ● Pilote pour tester des hypothèses de faisabilité ● Étude de faisabilité synthétisant les résultats des études préliminaires et du pilote. Les études préliminaires seront menées au travers de recherche bibliographique, d’enquêtes et d’interviews avec les acteurs locaux. Sur cette base un certain nombre d’hypothèses seront formulées qui seront testés dans le cadre du pilote. La plate-forme en ligne existante d'Akvo sera mise en place pour permettre aux intervenants ayant besoin de données sur le terrain de rechercher des fournisseurs de services de collecte et d'analyse de données. Elle nécessitera un certain nombre d’adaptations et le développement de nouvelles fonctionnalités. Préalablement une recherche documentaire sera faite pour voir ce qui existe déjà sur le marché, fonctionne et peut être réutilisé. Akvo is promoting a sustainable, collaborative approach to solving development issues. We work hard to ensure our systems are being maintained, continuously improved and become well supported and embedded within partner organisations, leading to greater long-term benefits and high levels of sustainability. Over recent years, we have further improved existing and developed new open source tools that we will use in this program to support partners and national governments, to monitor and provide WASH services sustainably at scale. Continuous maintenance and development of software is costly, and by sharing investment and improvements openly amongst our global partner network, we are able to sustainably provide services to our partners for a low fee. We believe this is vital, because our partners depend on this infrastructure and should be confident that the long-term investments to maintain and continuously improve the systems are secured. Within the D2D Akvo Software tools project, we will focus on further developing and professionalising our set of tools, consisting of: * Akvo Flow * Akvo Caddisfly * Akvo Lumen * Akvo RSR * Akvopedia With a specific focus on ensuring we connect our tools best to our partners and build capacity to make best use of the tools. There is a pressing need for data and evidence to enable better monitoring and evaluation of development results. Understanding project processes and assessing project deliverables helps organisations, governments and other stakeholders learn and increase their accountability, effectiveness and efficiency. Many organisations and governments involved in international development however do not have the resources and capacity needed to design representative data collection schemes, or clean, analyse and use data associated with their work. Further, data is often collected using inconsistent methodologies and located in fragmented sources, which do not integrate well with existing government systems. A lot of data is being collected, but often not used. As a result, learning from data has become a low priority and there is a growing feeling of data fatigue across the international development sector. To address these issues, Akvo offers services in close connection to its tools. The D2D Akvo Partner Services project consists of the following elements: * Professionalise combined trainings on tools and services. * Professionalise and extend the Akvo programme support and helpdesk. * Further develop and professionalise Planning, Monitoring, Evaluation and Learning (PMEL) services and offer these to our partners. * Develop and professionalise Data Science services and offer these to our partners. * To develop a WASH survey library, within the Akvopedia portal. * To investigate and develop good ways of getting data back to the communities where the data was collected. With the support of DGIS, Akvo will engage in regional partnerships to improve data sharing and monitoring processes for sustainable development. Akvo has commenced discussions with the Sanitation and Water for All (SWA) monitoring taskforce, the Global Environmental Management Initiative (GEMI), the Joint Monitoring Programme of UNICEF and WHO, the African Ministers Council on Water (AMCoW), the Urban Water Hub and a number of regional water hubs and initiatives. As the international community transitions to a new global development framework and an ambitious water, sanitation and hygiene (WASH) agenda, Akvo and DGIS renewed their partnership and will continue to work together to support this transition process in the Data to Decision (D2D) project. D2D responds to the new “WASH Strategy 2016-2030” of the Netherlands Ministry of Foreign Affairs and focuses on the transition period (2016-2020) described in the strategy. The overall objectives of D2D are twofold: • to support DGIS in its WASH activities; and • to implement, boost and support other activities to reach the objectives laid down in the WASH Strategy. D2D focuses on leveraging Akvo’s significant expertiseand partnerships to support DGIS in reaching its WASH policy objectives for sustainable development. This includes a specific focus on supporting knowledge management, monitoring and innovation throughout the current transition period spread under the following set of activity pillars: • Partnerships; • Enabling environment: services and tools; • Sustaining and scaling operations in each of the 5 regional Akvo hubs • Outreach and dissemination • Project management These objectives will be implemented across the DGIS target countries and via Akvo’s hubs in East Africa, West Africa, South Asia, South East Asia and Latin America. Akvo strengthens partner’s capacities in using Really Simple online Reporting (RSR), Akvo FLOW data collection and monitoring, Akvo Open Aid and Akvopedia knowledge sharing platform. Akvo’s network consists of almost 2000 users that share the information of over 1900 projects with over 5500 project progress updates in an online database. The impact of their activities can be followed over time through narrative updates from partners in low and lower middle-income countries. Akvo will work within Watershed to: - transfer relevant lobby & advocacy experience to the country teams - bring the country teams relevant (governmental) contacts and potential financing entrances as well as potential CSO partners; - contribute in the country teams to the capacity building strategy (at first, and then execution) for lobby and advocacy; - provide tools for monitoring and reporting, and train users in using them. - lead the construction of the overall Watershed PMEL framework - assist the country team to translate the PMEL framework into a country specific ones; Many organisations do not have capacity for data management and therefor lack support of hard facts for there lobby & advocacy efforts. The impact of their activities can be followed over time through narrative updates from partners in low and lower middle-income countries.
