Our mission is to act as a think-and-do-tank working with local and national governments, non-governmental organisations and with people in communities to help them to build the systems that will achieve this vision. We have a new 14-year Strategic Framework covering the period 2017-30, which is focused on our contribution to the Sustainable Development Goals. This includes a medium-term plan for the next five years (2017-21) which contains key results and activities. The Theory of Change underpinning our strategy sets out our core role as a change hub – at global, national and district levels – supporting broad networks of partners to build the national and local systems necessary for universal and sustainable access to water, sanitation and hygiene by 2030. In order to achieve this goal there has to be a focused and deliberate effort to strengthen local and national systems. In particular, it requires strong local and national government systems for planning, financing and monitoring water and sanitation service delivery. It also calls for improved systems of aid effectiveness between development partners and governments. Working in partnership (through collective action) to build strong national systems is at the heart of our strategy. Because we are members of an important set of networks and alliances, we are well positioned to play the role of a global change hub in pursuit of SDG 6.1. Some are also seeing an easing up on the “numbers game” from funders to a more systemic approach, though this is largely still based on the efforts of individuals rather than an overarching approach from different organisations. The slow shift in approach is being strengthened by the SDG requirements to reach all with sustainable services, by discussions around SWA’s Collaborative Behaviours, and through emerging evidence from district-wide approach work. The key will be to link metrics, milestones, and then an objective analysis of progress to give confidence to government and funders about the most effective way forward. A number of conversations will support greater ownership – like between WASH and IWRM, between bottom-up and macro levels, and between water and economic development. Short-term political cycles and inappropriate financial targets (including through results-based programming) create perverse incentives that work against transparency as well systems strengthening more generally. There is limited confidence in global partnerships to shift the discourse in a practical way unless they can clearly point to actual evidence of impact at country level and call out under performers.14-10-2020: Leading global partnerships (such as Agenda For Change and Sanitation and Water for All) are actively promoting systems strengthening approaches. It was a critical focus in the 2019 GLAAS report.07-07-2021: For SWA, our input and support can be seen in SWA messaging, the inclusion of finance as a strategic objective and their monitoring framework. For Agenda for Change and MWA, the results have been mixed. We have been a strong voice in A4Cs current reform and decentralisation around a focus on country collaborations, and in 2020 we continued to support MWA in capturing critical learning in key documents. The SWA Collaborative Behaviours and Building Blocks were mentioned frequently at the macro level. A wide range of tools (including outcome surveys, citizen scorecards, budget tracking and other social accountability tools) was mentioned at the more local level.​​14-10-2020: The roadmap is being used by a leading network of NGOs, but is not yet seen as the main approach by governments for application at scale. Members of the Agenda For Change have endorsed the roadmap and it is being used systematically by programmes led by IRC, WHH (with Aguaconsult), Water For People and WaterAid20-07-2021: Over the period of 2019-Aug 2020, the following global actors (DGIS: Jul 2019, Woord en Daad: Jul 2019, AMREF] have requested IRC 5 times to provide advisory services in the field of WASH systems analysis that eventually resulted in a specific advisory assignment. In addition, the following global actors [WHO/United Bank for Africa(UBA): Jan 2019, Vitol Foundation: Mar 2019 , NIRAS: May 2019, Water.org: May 2019, TetraTech: Jul 2019, Conservation International: April 2019, Interamerican Development Bank: May 2020, SWA: Jul, Aug 2020, AMREF/SIMAVI: Aug 2020 ] have requested IRC 11 times for advisory services on a particular aspects of system change including the building block of finance, advocacy, monitoring, etc. IRC has also been asked to provide expert peer review of major Systems Strengthening programmes and analyses: the midterm evaluation of Welthungerhilfe’s Sustainable Service Initiative (May, 2020), the endline report of WaterAid’s SusWASH programme (May 2020), and asked to co-author the Agenda for Change Technical paper (Tillet et al, March 2020 : Strengthening water, sanitation, and hygiene systems: concepts, examples and experiences, asked to author in Jan 2019) . In addition, the Watershed programme focussed on the linkages of IWRM with WASH, social inclusion and accountability and WASH. This year, CSO partners and country teams produced more than 20 publications and advocacy material varying from water security plans in Bangladesh, mapping the enabling environment in India and leading to an internal guidance document for DGIS. This knowledge further feeds into a paper on climate change, water resources and WASH systems (due early 2021). This paper sets out to place WASH in LMICs as a critical component of climate adaptation efforts and seeks to influence both internal and external programming.30-06-2023: 60 out of 100 points. However, the following can be remarked: Climate and water resources are increasingly treated as integral to the system strengthening rather than a side theme. The water resource management building blocks scored weaker at national level in several countries, underlining that IWRM still needs deliberate strengthening if the wider systems approach is to hold. At global level, the IWRM-WASH interlinkage is taken into the broader climate debate: recent work on climate-resilient strategies in Malawi, Rwanda and Ethiopia, a new climate-resilient WASH course for the Academy, and BRAC's climate-hotspot focus in Bangladesh are all pointed to as evidence of water resources' foundational role in the systems approach. The All Systems Connect symposium carried a dedicated learning theme on water resource management "finding systemic solutions," including an approach to Water Trusts and ecosystems introduced to the WASH sector, and a joint One For All climate clinic session on placing WASH within the wider freshwater environment during national and district master planning. This is explicitly linked to the Connect programme's ambition to reach beyond traditional WASH boundaries into Health, Social Justice and Climate, and has led to engagement with SWA to secure water's place in the Global Goal for Adaptation following COP-28 – positioning climate resilience as a defining test of whether the systems strengthening road map can actually deliver SDG 6. However, the following can be remarked: Globally, 2024 was a significant year for embedding water within climate policy: water was formally recognised as a core element of the Global Goal on Adaptation following COP28, the JMP and WHO advanced GGA indicator definitions with WASH and water resources at their centre, and the SWA-led initiative reached a harmonised definition of climate-resilient WASH. IRC contributed to this discourse through the SWA Climate Working Group, the Global Adaptation Forum, the NAP Forum, the Connect Agenda's climate publication, and the co-financed Climate Resilient WASH Academy course, which reached its enrolment target within two months. However, the following can be remarked: Climate is becoming inseparable from this systems narrative, both as a driver of inequality and as a test of system resilience. One of the four key lessons from 2025 is that climate vulnerability is increasingly the principal driver of WASH inequality — visible in Bangladesh's climate hotspot work with BRAC in salinity-affected delta areas, and in the way deteriorating security in Mali and Niger compounds climate stress on already fragile systems. This is the argument for resilient systems that absorb shocks rather than simply expand services: a roadmap built only around infrastructure targets has no mechanism for withstanding these shocks, whereas a systems approach does. The water resource management building block is slightly declining at district level, which suggests that the growing climate attention and resources are being drawn away from water resource management rather than reinforcing it.This indicator was discontinued after 2022 as we changed our result framework to the One for All and changed the way we capture and apply Qualitative Information Systems.14-10-2020: (Does not meet expectations) – There is a general sense that WASH professionals are not very knowledgeable about nor can they speak the language of finance and particularly about the benefits of investing in WASH interventions. Interviewees did not have much confidence in the discussions at the global level regarding finance for WASH, which generally revolve around domestic resource mobilisation. (No one questioned the domestic finance agenda but did note that the level of sophistication at the moment does not seem very high.) Bringing the finance ministers in to SWA was seen as an effective strategy but the sector was not prepared with the evidence to sufficiently back up that conversation, particularly with regard to whether the sector is recommending debt and what that debt practically looks like. A key requirement is to link up the IWRM (water for industry and agriculture) conversations with WASH and to embed these discussions into the economic development costs of not investing in water/sanitation. A lack of confidence from outside the sector revolves around a number of factors including: The emphasis on big ticket items with high upfront costs and long repayment rates (with the presumption of rife corruption) juxtaposed against a sector increasingly focused on more localised community level responses (to ensure appropriate technologies, viable tariff structures, easier management and maintenance, etc.). Finance usually talks in 100s of millions while the WASH sector is honing in on smaller and smaller scale investments. WASH doesn’t pay for itself – water tariffs are rarely in line with the costs of providing the service (presently and into the future). Emphasis in the sector is around finding efficiencies (to save money, to promote financial creditworthiness, etc.), but with limited clarity / evidence around how these efficiencies are best achieved (leakage reduction, energy savings, recovering tariffs from non-payers, etc.) and how these sav ...14-10-2020: No data available07-07-2021: IRCs models and impacts were summarised in key publications such as Tillet et al (with A4C partners) and a series of papers on our activities with the Safe Water Strategy (Conrad N Hilton Foundation) in Burkina Faso, Ghana, Uganda, Ethiopia, Mali and Niger. IRC influenced SWAs new handbook for finance ministers, and has strongly supported related promotion e.g. through inputs to the finance ministers meetings and related processes.​01-07-2026: Since 2022 the numeric reporting has been discontinued for this indicator. However, the following is noted qualitatively: IRC's clearest example of blending public and private finance to reach the poorest was the Bangladesh, Burkina Faso and Ethiopia programmes. In Bangladesh, the "Equitable and Sustainable WASH Services in Bangladesh Delta Plan Hotspots 2022-2026" project with BRAC, funded by the Dutch embassy (EKN), used a total budget of 464 million Bangladeshi Thaka (4.83 million Euros) that combined community contributions with external financing from banks and microfinance institutions (MFIs). Its first pathway was explicitly designed to develop a microcredit model to finance climate-resilient water and sanitation services. In Burkina Faso, IRC leveraged DGIS programmatic funding to deepen partnerships with ONEA and Oxfam, together raising €3.8 million to improve the resilience and performance of WASH services in the Centre Ouest region by 2027. In Ethiopia, IRC played a pivotal role in developing the national WASH financing strategy, At global level, IRC used its convening role to keep public-private WASH finance on the sector agenda. IRC hosted the Secretariat of the Water Finance Coalition (WFC), supported its Quarterly Learning meetings, developed a Strategic Action Plan, and organised a high-level session at the Finance in Common Summit in Cartagena, Colombia, together with Laura Chinchilla, former president of Costa Rica, specifically on the importance of financing WASH. However, the finance building block shows slippage due to the cost-of-living crisis, the war in Ukraine, and the reallocation of development funds toward climate funds or domestic priorities – reinforcing the case for the Heads of State Initiatives for Water and Sanitation, Note: this description was updated in 2026 to reflect better analysis.​01-07-2026: Since 2022 the numeric reporting has been discontinued for this indicator. However, the following is noted qualitatively: In some countries public finance strategies have moved from plan to practice. In Burkina Faso, IRC's co-investment approach — cost-sharing rather than directly funding infrastructure — helped expand ONEA's capacity with two new boreholes in Tenkodogo, extending climate-resilient water services to 6,000 low-income people, an example of a public utility's own investment being leveraged by a modest external contribution. In Ethiopia, the Ministry of Water and Energy produced its first National WASH Financing Strategy in 2024, developed with technical support from IRC, which has co-chaired the national WASH financing working group since 2018 — public-sector-led, but designed to structure how domestic and external finance is mobilised together. Ghana's Presidential Compact commits USD 1.7 billion annually to WASH through 2030, a public political commitment that IRC and CONIWAS are working to translate into financing advocacy. Rwanda offers a clear example of the public-to-private leverage logic: its 2022 WASH Financing Strategy identified the preparation of "bankable" water and sanitation projects as the key bottleneck to mobilising repayable finance, and the subsequent Climate Resilient WASH Strategy, developed with WASAC, is explicitly intended to improve the utility's ability to access climate finance on top of public funds. The scale of ambition is visible in the ten Isoko y'Ubuzima district investment plans, which put the cost of universal WASH coverage by 2030 at USD 1.3 billion. This shows that in 2024 the sector's financing conversation shifting from "more public money" toward "public systems credible enough to attract other capital." IRC's own role is stays deliberately upstream of this — the co-investment model channels contributions through, rather than around, public authorities, and the preparatory work in Rwanda and Eth ...01-07-2026: Models for leveraging public finance — and using public finance in turn to leverage private finance for the poorest — surfaced repeatedly across the network in 2025, though at different stages of maturity. The clearest pattern is that credible, costed plans are what unlock the conversation: in Ethiopia, the National WASH Financing Strategy and the OWNP's Consolidated WASH Account gave shape to a national financing dialogue, even though a significant gap between commitment and implementation remains; in Ghana, government earmarked a minimum of 20% of the District Assembly Common Fund for WASH at district level for the first time, which is an example of domestic public finance being unlocked. On the private finance side, Burkina Faso's delegated management contracts between three Centre-Ouest municipalities and the private operator Vergnet are examples of professionalised, contractually accountable service delivery, while in Uganda catalytic grants from the Agenda for Change Secretariat and the Clifford Chance Foundation were used to strengthen the governance and investment readiness of rural water utilities — a first step toward making them viable counterparts for private capital.​14-10-2020: (Meets expectations) – A wide range of sources was mentioned with IRC being a primary focus alongside SWA and OECD. Whilst IRC has a solid reputation in developing, framing and disseminating information, there was some general concern expressed in a variety of ways of whether we are “drowning our intended audiences in complexity”. (It is “normal in our discovery of how things work to initially convey this learning through complexity.” IRC’s job then is to “reduce the complexity, show how things can be done, and not scare [target audiences] by making it into such a big deal.”] At the end of the day, we need to convey simple ways of coordination rather the daunting task of “systems change”. IRC has a tendency to portray all its work in this “newest, boldest” framing. “Creating debate is good – creating confusion is bad…” With regard to IRC’s credibility, this is increasingly coming from the organisation’s relationship with government in country – this needs to be used effectively to frame IRC’s engagement at the global level.​​14-10-2020: The All systems go! symposium, and launch of the WASH Systems Academy has positioned IRC as a primary source, reinforced by acknowledgement from WHO/ UNICEF in the GLAAS report and approaches for support and work e.g. by SWA, UNICEF.07-07-2021: Influential actors that use IRC tools/ methods/ approaches include the Sanitation and Water for All partnership and the (WASH) Agenda for Change. The WASH Academy has grown as a platform to share knowledge with 5 courses and over 2300 users. In 2020, approaches from Water For People to develop a partnership on IRCs expertise in systems strengthening, and UNICEF to develop a facility around systems strengthening in Africa, reflect our strong positioning on the theme. The proposed UNICEF facility, and set up of a systems and finance working group by SWA reflects development partners prioritisation. Our mission is to act as a think-and-do-tank working with local and national governments, non-governmental organisations and with people in communities to help them to build the systems that will achieve this vision. We have a new 14-year Strategic Framework covering the period 2017-30, which is focused on our contribution to the Sustainable Development Goals. This includes a medium-term plan for the next five years (2017-21) which contains key results and activities. The Theory of Change underpinning our strategy sets out our core role as a change hub – at global, national and district levels – supporting broad networks of partners to build the national and local systems necessary for universal and sustainable access to water, sanitation and hygiene by 2030. In order to achieve this goal there has to be a focused and deliberate effort to strengthen local and national systems. In particular, it requires strong local and national government systems for planning, financing and monitoring water and sanitation service delivery. It also calls for improved systems of aid effectiveness between development partners and governments. Working in partnership (through collective action) to build strong national systems is at the heart of our strategy. Because we are members of an important set of networks and alliances, we are well positioned to play the role of a global change hub in pursuit of SDG 6.1. Creation of a global hub to support the Agenda for Change, SWA and other partnerships: - A strong partnership of NGOs and philanthropists committed to the Agenda for Change - Successful advocacy for national systems building, increased finance and appropriate financial models for the sector - Successful advocacy for service delivery; government leadership; use of national systems; public finance; research and learning in the global WASH arena - Effective global sharing of news, evidence, experience, tools and approaches Key results by 2021: Agenda for Change recognised as a catalytic movement achieving visible results; increased sector support for, and understanding of, national and local systems building; increased sector support for public finance as a critical element of WASH financing 2.
