Project Plan This project is only a part of the implementation of the "Plan Cadre 2009-2012" of the Diocese de Maroua-Mokolo, that is workiong in the very north of Cameroon. The plan not only contains projects in health, but also in education, rural development, economic development, women empowerment, organizational development and general coordination. For the health part, supported by Cordaid, a lot of community education activities are done on different subjects (HIV, maternal health, child health (immunizations), malaria (selling and promotion of use of bed nets)).
Goals Overview Long term objective: To improve the health status of people living in Maroua-Mokolo. Short term objectives: To improve the participation of the communities: to enhance use of health care (from 68% in 2010 to 75% in 2012) To improve HIV prevention: to lower the HIV prevalence from 5% in 2010 to 4% in 2012. To improve the health of prisoners (the amount of sick prisoners declines with 10% every year and 50% of all sick prisoners get extra nutrition) Direct target groups: The staff of 1 hospital and 13 health centres Community members targeted with health education sessions Prisoners (in 3 prisons) Indirect target group: The people living in Maroua-Mokolo, especially (pregnant) women (75,000 receiving reproductive health care), young children, youth in schools and prisoners
Target Group
Summary of Project Plan This project supports the diocese of Maroua-Mokolo, in the extreme north of Cameroon, to implement their Plan Cadre 2009-2012 with regard to the health activities. The diocese offers health care (preventive and curative) to people living in Maroua-Mokolo. The project covers HIV/AIDS prevention and treatment, reproductive health, involvement of end users and promotion of health of prisoners. It also contains management activities to improve quality of care in the form of supervision and training.
Background Cameroon is a country in Africa, it has position 150 on the Human Development Index (187 countries). The health system is fragile and the country scores low on different health indicators (for example: the Maternal Mortality Rate is 600 per 100,000 life births) (State of World's Midwifery 2011). The diocese Marou-Mokolo is situated in the "Extreme North" region of Cameroon. This region is one of the poorest in the country. There is a high maternal mortality rate: 669 per 100,000 births between 1998 and 2004 (in 1991-1997, this figure was 430 per 100,000 births). 68% of the pregnant women go at least one time for antenatal check up. Only 27% of all women know the 3 ways to prevent HIV. Cordaid already has contacts with the Diocese de Maroua-Mokolo for 20 years. Several times, Cordaid supported the implementation of the 3 years plan on health (with a budget between €150,000 and €200,000). With this donations, a good increase in curative and preventive health services was observed.
Situation at start of project A lot of activities have been implemented so far, for example: immunizations, cholera prevention activities, malnutrition prevention activities, anti-malaria activities and HIV prevention meetings in communities and schools. The quantity and quality of the services of the 13 health facilities in general is improved. The percentage of people using the health services is 69%, according to the activity report of 2010 (after the first year of the project). 2,824 devileries were attended by skilled staff, which represents a user rate of 28%. 2,318 bed nets are sold to contibute in the prevention of malaria. Many HIV prevention activities have taken place, mainly in schools, youth clubs and general community. These activities are done at parties, gatherings and other occasions. 568 pairs of educators are trained to conduct these activities. 101,809 people attended HIV sensitization meetings (45,084 men and 56,725 women). For all health facilities, there is an average self-financing of 81.22%. 364 orphans are supported in school and health issues and 241 people living with HIV/AIDS are supported (medical, nutrition, psychosocial support). 10,424 people were tested for HIV (6,422 women and 4,002 men). The prevalance was 5.1%. 2,959 pregnant women got tested, and 0.87% was HIV positive.
Sustainability Sustainability is a point of attention in this project, because after this project the intention of the Diocese is to be financially independant, to be able to work without the help of Cordaid. Therefore, within the project there is much attention for the self-financing of the health facilities, it is stimulated.
